It is not always clear when material was compiled, but sometimes this can be noted at the end of a web page. This can give an indication as to why the choice of information looks the way it does. When the material was last updated gives an indication as to how often the author makes sure the facts are accurate and that the links to other web pages are working.

Does it make any difference if the material is new or old?

It depends on your subject if the material should contain absolutely the most recent research results or if older material is sufficient.
